The City of Oakland, California recently passed the Fair Chance Housing Ordinance to prohibit landlords from conducting criminal background checks on potential tenants, representing the most “extreme law in the state.” While the intended effect is to address homelessness, not everyone is convinced this is how to do it. The California Apartment Association (CAA), which represents landlords, opposed the measure. There will be a six month phase in period for enforcement beginning over the summer.
